TITLE DEEDS HANDOVER

The Department of Human Settlements, together with Emadlangeni Municipality handed over 17 title deeds to community members of White City in ward 2.
Speaking on behalf of the MEC for Human Settlements, Emadlangeni deputy mayor, Mr Ntsikelelo Ndlovu said that:

“We are gathered here today to affirm the much-awaited security of tenure to the 23 residents of White City here in eMadlangeni Municipality”.

The beneficiaries were given the rightful ownership of their houses in line with the Department of Human Settlements Enhanced Extended Discount Benefit Scheme (EEDBS) policy instrument that, in the main caters for government housing stock built before 1994.The Discount Benefit Scheme promotes home ownership among tenants of state-financed rental stock, including formal housing and serviced sites.

The Department of Human Settlements has embarked on a campaign to hand over title deeds to owners of subsidised houses for both pre and post 1994 housing stock.Through this campaign, the Department hopes to speed up the opening of the formal property market in areas like White City.

One of the Departmental priorities are as follows:

  1. The five-year term goal of the current administration that took office in May 2014 is to eradicate the title-deeds backlog which nationally stands at 900 000.
  2. In 2015 the department launched a refurbishment project for the rectification of a total of 83 units including about 60 in Khayalethu. Reports from the municipality indicate that the scope of works has been satisfactorily completed.
  3. The practical completion of all units was achieved on 15 August 2017 and the final inspections were carried out on 16 November 2017.
